Waikato Regional Council
Blair Keenan is the Principal Economist at the Waikato Regional Council, where he has worked for the last 8 years on a wide range of issues – with water policy foremost amongst them. Key projects have included the Healthy Rivers/Wai Ora plan change project, the Waikato and Waipa River Restoration Strategy and the Waikato Freshwater Strategy. Prior to that, he has held positions in central government policy, a Crown Research Institute, the National Farmers’ Union of England and Wales, the Japan External Trade Organisation, and as an economist at the ANZ Bank. He has a bachelor’s degree in economics from the University of Otago, and a Master of Science in applied environmental economics from the University of London.
