With substantial insider knowledge of how councils review and interpret the Building Act rules, she brings practical insights and wisdom from over 20 years of working alongside building compliance staff, Council staff, building inspectors and building owners.

John Gardiner

John Gardiner is a Fellow of Engineering New Zealand and is a Director of Building Confidence Ltd. This consultancy focuses on helping businesses in the building sector or those that own buildings to make quality and appropriate decisions particularly about compliance issues. Prior to to setting up Building Confidence, John was Manager Determinations and Assurance at MBIE. At MBIE he was the decision maker for Determinations under the Building Act, was responsible for building product issues as well as being programme Manager for the implementation of the new Earthquake-prone Buildings legislation. Prior to joining MBIE he was Deputy Chief Executive of Engineering New Zealand (then IPENZ).

Stephen Hogg

Technical Director - Built Environment


Stephen is a practicing structural consulting engineer and a technical director of Aurecon New Zealand Ltd based in their Christchurch office. Stephen started his career at Holmes Consulting Group in Wellington after graduating from the University of Canterbury in 1988. In 1999 Stephen started his own consultancy Romulus Consulting Group Ltd based in Wellington. In 2008 Stephen and his other business partners saw opportunities for significant growth and merged their company with Connell Wagner in Wellington which later became Aurecon New Zealand Ltd. Stephen is an advocate for the application new technologies in seismic resilient building design. The February 2011 earthquake in Christchurch and the 2016 Kaikoura earthquakes have created opportunities for all structural engineers to implement resilient building design to an extent not seen before in New Zealand. Supporting the growth and innovation of resilient building design for his clients and Aurecon, Stephen leads a team of structural engineers in Christchurch with a focus on creating seismic resilient buildings.
