David
is a co-founder of Allen & Clarke. He worked for 12 years in senior
legal roles in the public sector and for the last six years has been
working for public sector clients as part of his consulting practice.

As
well as working in New Zealand on policy and legislative projects David
also works on legislative and policy projects for a number of overseas
governments as well as for regional and international agencies
including the Commonwealth Secretariat, the WHO, UNICEF, the
Secretariat of the Pacific Communities, the World Bank and the
Inter-American Development Bank.

David has considerable
experience in the practice and processes of government including
extensive experience of the legislative process and has considerable
hands on experience of all the topics covered in this training programme
David
is an experienced and effective presenter and has provided training on
all of the issues covered by the session for clients of Allen &
Clarke as well as for public service colleagues in his previous roles.
